The Township adopted the 2025 Official Community Plan Update (Bylaw No. 6200) on December 1, 2025, with enhanced housing, heritage and climate-action policies. A comprehensive Willoughby Community Plan update is progressing through bylaw readings in 2026, alongside two new neighbourhood-level plans:
- Willoughby Transit Corridor Plan – guiding transit-oriented development along 200 Street ahead of TransLink's proposed Bus Rapid Transit line
- Gordon Neighbourhood Plan – consolidating the Central and Northeast Gordon Estate plans
- New Development Permit Area guidelines for transit-oriented development
